Purchase of ruby from gemfed

Sir I purchased 23ct ruby from seller and paid 40usd. But i didnot receive item yet. I requested paypal to open the case. Case was opened. Paypal asked me to escalate the claim to refund. I requested paypal to make refund to my account. But paypal closed my case without considering my request for refund. I donot exact process to escalate the claim. I therefore review my case and help me in refunding my claim of 40usd. Thanks. K.R.Modi.

Did you escalate the dispute to a claim as advised?

If you didn't then the dispute would 'timeout' 20 days post opening and you would lose the dispute.
