Protection against possible Scammer

Hi all,
My daughter bought a festival ticket through paypal, which thankfully she used the goods and services option. The seller then demanded a further £20 for a name change and sent her a different paypal account to send the money, which was not detailed upon the original transaction. I have had a look at this person's profile and believe him to be a scammer, as he has several different facebook profiles with the same stock photos. Can she open a dispute immediately to get her money back? If so, would this be under "item not as described" or "item not received"? Or does she need to ask for a refund first? My thought is that it could get nasty or he could just disappear.
