Promptly bought a phone, which seemed like a good price, for fear of missing out. Researched average selling price and realized it was way too cheap. The seller says their paypal account is limited and they'll keep me informed. I've googled the sellers name and item location, and the top results don't make for pleasant reading. Can anyone assure me paypal won't let him move the money before I've either received the item or enough time has passed that I'm entitled to a refund. I'd rather have MY money back than have a dispute with paypal because it's coming out of their pocket. I understand the seller has to be given a chance to complete the sale, but they can use the argument "I wan't to get to my money first." and then we have a stand off. I suppose I could ask the seller for a refund, but I don't know if they're able to. I also don't want ruffle any feathers.
