Possible Account Fraud Attempt

I recently made a purchase and did not receive my item.  I filed a complaint through the resolution center and didn't get a response, but it says the case is closed.  Now I have been notified that my account has been limited because I tried to add a bank account...which I did not do.  I cannot get through PayPal's customer service to talk to a person.  Any suggestions?
