Poor dispute experience

  1. Having an item not received dispute. The seller has responded in Paypal, with tracking number and with status as shipped, but the tracking site (which the seller has provided me in fact) clearly says otherwise, I can't see a respond to response option anywhere.
  2. Currently the dispute is under Paypal's review, but the webpage says they have until next month to get back to me, why does it take so long to come to a decision?
  3. I have sent these query to paypal via the paypal message center, which comes back with nonsense within 10 minutes, i.e.: a whole bunch of text that is ripped off their FAQs. Clearly I have a robot answering me. What is the point of taking so much of my time to compose an email, to get the details right, only to have a robot answering me? I don't have the time during working hours to call.
