Permanently Limited - User Agreement. New account ?

I created a Paypal account 2 days ago and linked this to my Shopify account. After going through all the verifications, they immediately sent me an email saying there is a permanent limitation that violates the User Agreement. 

I called the contact centre, useless. I contacted the Resolution centre, useless. I sent an email to executive escalations, useless. They go around in circles stating that it is not their decision. 

Is there actually a solution to this? I was recommended by the Paypal staff to use Stripe

I have the same problem and they hold $1162 from me without cooperate to support or resolve the problem. I will email them multiple times per day from now, then will just contact a legal agency.
