Paypal is taking money that is not theirs

Okay so I think that after 10 or more years of using Paypal, I am done.    I've had troubles with cancelled transactions where the seller refunds the money (or in this case, virtual funds as it was Payment After Delivery), but didn't ship anything.  I contacted the seller, they ended up cancelling the order and issuing a refund but Paypal send me an email 2 days ago saying they would be withdrawing the funds on such and such a date.   Next, I sell an item for $220 USD, my primary funding source is set to USD as well as the buyer's as he is from the US.   I go to my account and there is $196.04 USD in there which is a difference of $24.04 USD.   I call Paypal, wait for 30 minutes on the phone just to have the customer service rep tell me that it is the exchange rate on that day.   I tell him that even with the $9 + CAD charge that I am still missing $14.96 USD from my account.   He tried to tell me that the exchange rate for that day was $1.20.  I asked him when in the past 20 years has the Canadian dollar been higher than the US dollar?  He still tells me that it's correct.   This is the 4th time in the past 5 or 6 transactions where partial refunds were not applied and I was charged more than I should have been.  The customer service agents seem to have the same reasons and excuses but none of it is jiving.  Today I filed a report with the BBB and got hung up on by the Paypal customer service rep when I mentioned reporting to the police.  He said just a second sir, I need to check something...click..

Paypal used to be a good company that I believed protected its users as well as their financial information.  Not so anymore and I've had it with them and the inflated rates and the thieving of Canadian's money.  Time to find another provider.

If you used pay after delivery and the refund was done just at the point your payment was due then the payment would come out anyway and the refund would be credited....problem sorted.

Customer services are busy, if you are just telling them you are going to report them elsewhere then they may well hang up and go help someone else.
