Paypal incompetent!

I've been trying to dispute a case for 2 months right now. I escalated a claim 2 months. I bought a $651.90 wig on a website, i received the wig 2 months later and it was heavily not as described. The seller was insisting i alter the product to make it look good which I refused because I bought the wig assuming it came pre styled, I received this wig and the hair was falling apart and breaking off ! after escalating this case it was settled in the sellers favor even thought the seller had not responded to the case at all. I sent screenshots of the product falling off and missing pieces ETC. Paypal has been making numerous excuses refusing to give me a refund. One minute they're saying it's been too long since purchase date but i hadn't received the product until 2 months later. after I showed them proof of this they changed the reason they can't give me a reason to the matter being up to my bank to approve. I contacted my bank and my Bank/Card issuer stated that they approved the refund but there's an issue with paypal that is preventing them from refunding me!!! According to my bank/card issuer the day after I purchased the product PayPal refunded me the amount of $651.90 even though it wasn't added to my account and i didn't request this at the time. My bank sent me the transaction ID and the reference number which i forwarded to paypal and they are responding with arbitrary responses. Not only this but the support agents TOLD me to ship the product back to the seller and then they'll refund me. The seller has received the product, which i have tracking number to verify and the postal delivery proof. paypal is giving me and my bank institution the run around!!! how do i fix this!?

In this situation, the best thing to do would be to contact our Customer Care department. You can do this by going to the ‘Contact Us’ link at the bottom of every PayPal page. You will then see what contact options are available to you.
