Paypal does not recognize Canada Post

I have been having problems in getting my refunds from a Counterfeiter. Any of you who know Frazetta or Goya will know that a sketch of theirs is worth well more than fifty dollars. This Seller has an endless supply of Frazetta sketches! In November, I believe, I phoned Paypal about this Seller asking how I can get my money plus 210.00 in postage refunded. I followed all what Paypal instructed. The Agents I talked to ALL said I will get my money refunded. I have numerous emails from Paypal saying they have ruled in my favour. Then I got new messages where Paypal is ruling in favour of the Seller? Paypal is stating I have not given any proof that I even mailed the packages back?

I supplied the Tracking number the date mailed yet Paypal does not take Canada Post's word that an item(s) has been sent even with a tracking number supplied by Canada Post?

Paypal it seems is not aware there is a Global Pandemic and shipments say from Canada to Poland may be delayed by weeks if not months?

I myself did not panic when some of my Ebay product I bought was close to two months behind the stated delivery time. The items all eventually arrived.

 

Anyone else having similar problems getting their rightful refunds from a Seller that Paypal has ruled in favour of?

 

I am at a complete loss by Paypal's actions or lack of.
