Paypal customer protection not working

I have repeatedly called Paypal only to go on hold forever.  Sometimes you can get the call back service sometimes you can't.  I opened a dispute and the rep said it sounded like a valid dispute and I stood to possibly recover the $495 Motorcycle transport fee I paid to a transporter that delivered the bike 29 days late.  The bike was to be picked up and delivered in 2 week period from Oct 14t to Oct 28th.  The shipper never updated me in advance that they would be missing the dates they gave me and they finally brought the bike Thanksgiving night.  It was 29 days late and 6 weeks in transit, 3 times the quoted transit time.  I had to call the Sheriff that prior Monday to report it stolen and the Sheriff called them on my behalf.  Paypal took my claim on December 1st telling me it was a good claim but they did not let me upload any of the documentation, they simply listened to my story.  The next day I get a generic response that the claim is denied, it did not fit into the customer protections...  They never allowed any further documentation and I can't believe they contacted the seller in that time so they did nothing.  If Paypal claims it was too long, that is my point, it took too long to transport my bike...  I had already started one claim earlier in Oct when the shipper failed to pick up my bike with no notice and so Paypal knows there were issues right away.  My bike and my schedule were held hostage for over a month and it was like extortion in that I had no power to demand delivery nor question the fees until I saw the bike.  After they sent the generic response I tried repeatedly to use the upload feature within the resolution center and it failed over and over like 6 times, then I tried the direct message center and it said I can't make a claim, because I already did. Then I called and called and have two screen shots as much as 56 minutes on hold and still never reached paypal.  They have completely ignored any and all "Customer Protections" the advertise constantly.  How can anyone justify forcing me to pay full price for a service that was so grossly not as described.  If we prorate it, $495 for 2 weeks and now it is 6 weeks, that should be as best 1/3 the price, they should refund me at least 2/3 of the $495.  Transportation services are based on 3 things, Distance, Time and Price.  They failed completely on Time and they not once told me that they would be missing a date so my schedule was completely destroyed for 5 weeks, I had trips and rides planned that I can't make up due to timing and weather now.  Please help. Thank you.

Paypal covers you for non receipt of item.......you received it.

Paypal covers you for not as described........presumably the condition was ok?

 

They don't cover 'item turning up late' unless you have opened a dispute for non receipt and the item does not arrive before the claim is decided.

Anything else is between you and the merchant to sort out really.
