Paypal case report failure

Hello guys, three days ago a person scammed me and blocked me on social media. I filed a report on the person but I accidentally pressed on unauthorized activity because I wanted to hurry up to get my money back where I have also written a full detail about the conversation. The person unblocked me hours later acting so ignorant "supposedly" its because there was an ongoing report and he couldn't "transfer" the money to his card. So today morning I got my feedback from PayPal, but guess what? They let him have my money and say "no refund." Guys please if there's anyone that could help me, I can't even refer back to make a new case report with a different subject. Please if there's anyone that could help, its not fair they let him go away and steal my 50,00 USD.
