Payments made to the wrong recipient who has not answered

I made this transaction today to a wrong recipient, i contacted them but they didnot answer, i filed a dispute for refunds and paypal told me to wait for 10 days but the money is required urgently .how do i contact paypal via phone in kenya? And does this mean that paypal has the money on hold?

Thanks for your post, and welcome to the Community! I'm sorry to hear your recent payment was sent to the wrong person, this sounds troubling. If this occurs, we generally recommend getting in touch with the recipient as soon as possible. If they've been unresponsive, you may also be able to Request a Refund through the Resolution Center. While the timeframe may not be expedited, I do hope this can be sorted out soon!
