I bought 12 dresses from eBay They were shipped from Ireland When I recieved them the packaging was damaged and only 6 dresses left There was a letter from parcel force saying that the packing was damaged b4 they recieved it I’ve opened a dispute and uploaded evidence. Now PayPal want me to return the items to the seller 1 in Ireland so it’s gonna cost 2 not all the items are there so when the buyer gets them she will say not all items are there and then PayPal won’t refund me Any thoughts or suggestions ?

Paypal disputes are pretty much automated, so once you escalate to a claim IF paypal find in your favour then you have to return what you received back to the seller TRACKABLE to prove delivery for a refund.
Paypal don't get involved in part-returns or part-refunds............all they want is a tracking number to show the seller received their item back again.
The seller can appeal if they think you kept some of those dresses but its unlikely they will win if you have added all the comments during the dispute phase in 'messages to the seller' stating what you received and the damage caused.
Advice is voluntary.
