PayPal refusing to acknowledge American express dispute resolution with seller credit and fraud

Paypal denied my case and issued the seller a credit, despite the fact I was the one that opened the case and the seller even stated the order was going to be canceled.  The seller provided Paypal a delivery notification that I never received from one of three or four different emails the seller has, but Paypal refused to review my proof from my UPS delivery manager account that showed no package with the seller's tracking number had ever been delivered to my address during the entire month of June.  Since there is no appeals process, I opened a dispute with American Express, and on 07/22/20, Amex sent a letter stating the seller agreed to credit card and the credit was issued.  However, I still had a negative balance on my account for the temporary credit had removed, because Paypal had sided with the seller and refunded the seller.  I uploaded all proof and the contact number that American Express asked that I send to Paypal, since Amex was unable to speak to Paypal representative either.  Paypal told me that the seller would have to reach out to them despite the proof from American express.  

I have an unauthorized transfer from my bank account and charge from UA that I did not do, and my new card was added even though I did not add it.  I contacted Paypal yet again about clearly my account was compromised, but I was told that I had to provide all of this information in the resolution center, why would I enter anything online like my SSN where my account security has been compromised?  Customer representatives don't even respond to the question ask, just forward standard responses.
