PayPal keeps denying my refund

I purchased an item but when I received it it was a scam. I purchased a reborn baby but it was only a doll from a store. I contacted paypal and they told me to send it back. I called with tracking number but later was denied my case because they stated that I didn't call. When I appealed, they found that I did call, but the address was sent to a warehouse. Thus is the address that was on the senders label and I was told to send it back to the address on the label. Now I have been denied again them stating that I didn't supply a tracking number. This is crazy. They have the tracking number, know where the package is , but still denied my claim. The scammers have the package and the.money. What can I do? The people I talk to are a joke. How do I go to a higher manager?

Ordered goods,valued £65.99 cancelled item 2 days later, so goods were not delivered. Three months trying to get a refund. 19 emails no response. My claim denied, seller keeps the payment and the item. Where is the justice in this?
