PayPal closed my dispute without giving me a chance to provide feedback.

I paid 92.50 CAD for goods from a Canadian company. They never arrived. I contacted them on numerous occasions. Eventually I opened a dispute with PayPal for goods that had not arrived. PayPal contacted the seller and the seller delivered some items. They provided proof of delivery to PayPal and the claim was closed. I was not given chance to give feedback. What they delivered was not what I ordered. The only thing they delivered that was in my order was 2 pineapples. I paid 92.59 CAD for 2 pineapples. I can’t find an option to reopen the order or make another claim against this seller. Who basically delivered a couple of items just so they could provide proof of delivery to PayPal. How do I get PayPal to reopen or allow me to make a second claim. There are no options to do that on my account.
