PayPal case

Hi, I opened a case against a seller who hasn't sent my item. I was told I had to wait until today to make it into a dispute but still can't see where to do it yet?

It doesn't have escalate to PayPal at the bottom it just has- mark this problem as resolved and recieved the item but not as described. Also states I need to wait until the 11th of June until I can escalate
