Paid twice for an item and refund was sent via e-cheque and keeps bouncing and cannot start a claim

Hi,

I bought an item from ebay, and paid instantly, the seller instantly cancelled and refunded this stating it was set up with the wrong paypal account. He set up the auction again with the correct paypal account and I once again purchased the item.

The refund showed on paypal as pending on the 16th April, it has since bounced twice, on the 23rd April and today. He is saying that he will look into it, but is not sending the money back and has been coming up with excuses since the first time it bounced.
I therefore paid twice for an item. He has sent the item, but not refunded the initial transaction.
Paypal will not allow me to open a dispute as it states.......
We're unable to file a case on this transaction. Since this is money you've received, you'll need to contact the sender directly to resolve your issue.
The seller isnt sending me the funds otherwise and keeps coming up with excuses.

So I am asking for guidance as its impossible to get in touch with paypal at present.
