Never received my purchase. Contacted seller with no solution except they are behind , yada, yada, yada. I contacted PayPal and even escalated the dispute. This was done on Nov. 9, 2019. PayPal stated they had 25 days to ship international products. I should see a resolution late December. Then Paypal reviewed and changed date to Dec. 29th, then Jan. 3rd. then Jan 7th. SO yesterday I went on for my resolution and they changed it to Jan 12th. Now as of this am, it is Jan 13th for a resolution. 2 months after never receiving my product and no resolution from Paypal.
I have contacted the Federal Trade Commission this morning.

Not sure that they will have a lot of influence in China.
You could try a chargeback via your card issuer though if you funded your paypal payment that way.
Advice is voluntary.
