Order taking too long

How much time do I need to wait before opening a dispute on PayPal from the day I made the order. The seller did provide the tracking number but took him 12 days from the day I made the order to do so, and now that tracking number stopped updating like 20 days ago.

I have been in contact with the ones selling this order.

I ordered on the 18th of September.

It has been 35 days.  What gives.  I did not think an order would take so long.

Any info anyone can give me would be helpful.
