You NEVER close a dispute / claim until you have a refund, if you do the seller can ignore you and you can't re-open a closed dispute or start another one for the same transaction.
The seller is perfectly able to part or fully refund you DURING that dispute and if you 'accept' the part refund or a full refund is issued then the dispute is closed automatically.
I would escalate to a claim for paypal to sort for you if the seller is not refunding you.
Advice is voluntary.
