Non delivery of goods - want to open a case but can not

I bought items from a web site in the Netherlands, with a payment by Paypal option. (Payment was made in Euro)

I did not receive the items.

When I go to the Resolution Centre I get the message "We're sorry, you can't file a case for this type of transaction".

Funding details

Funding Source: Bank account
Funding Source: -£61.26 GBP - HSBC ending in x-<removed>
Funding Source: PayPal balance
Funding Source: $9.46 USD - PayPal Account

 

I have emailed the seller, but have had no response.

So... WHY can I not file a case?

Is the transaction still pending and say its a temporary authorization (click on the transaction for details)?

 

Try to open dispute this way:

  1. Locate and click payment transaction in your PayPal account activity
  2. Click "Report a problem”. 
  3. Click “I didn't receive an item I purchased”.

I was eventually able to open a case.

Eventually Paypal reported that the seller had made a refund. The refund was shown as "pending".

Then today I received a message from Paypal to say that the refund had been cancelled!

"The refund was no processed successfully.

Please contact the sender of this refund for more information"

There is no chance that she is going to reply to me. She didn't reply to previous emails!

Is Paypal going to help me???

I have been scammed.
