Never received my items and Paypal is not helping!

I purchased an item on facebook through my Paypal on Oct 3, 2020. I then filed a case on Oct 30. and Nov. 17 of the same year because I still haven't received my items. The only reply I got from Paypal, which i got in Nov.27, is a note with the tracking number and that it was delivered on Oct. 27 in my mail box. I never in the mailbox, and if I didn't find it I wouldn't be constantly communicating about it. The items in total cost me $51.97. I tried to communicate with the seller multiple times, but never received a response. I even tried the Post Office and asked who the seller is and from, but never got any information. This is a waste, and this has been frustrating since the start, especially when communicating YOU was the most difficult. Why isn't there a direct phone number that I could ask call for help to give me assistance? Also, why did Paypal immediately end the case before hearing my side, and why won't they help finding who this scammy seller is.

APPEAL

To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address.

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.

Paypal phones are mostly non operational since covid but sometimes you get lucky. (use the guest option if you can't log in).
If there is one available it will show when you click help / contact bottom left of Paypal pages for options available in your country.
Live chat is randomly available.
You can send them a message.
