My money in PayPal account has been returned to the buyer

What am I supposed to do in this case?
I sold $4240 and $2800 cryptocurrencies to same person by BINANCE P2P platform and he deposited money in my PayPal account.
But he claimed that those money with unauthorized payments. I have submitted all the transaction copies with other people's comments about him online. However, after few days of claim dispute, I just got a notice from PayPal that the first claim for $4240 has just been closed and the money has been returned to the buyer without any explanations. How could they do without my agreement and any reasons? I can't believe this. Is this a normal that PayPal do like this?
More seriously, I have another pending money $2800 and the claimer is the same scammer deposited with different name. PayPal will think they are different buyers.
Anyone please make me understand what's going on here. Should I loose all money?
Is there another step that I can do an appeal for the decision?
