Money is waiting for you but Paypal fail driver's license verification

On my PayPal, I have the "Money is waiting for you" option with the money in my account being shown to me.  I click "Accept the money" and  "keep it in PayPal" option. Then on the "Upload Documents" page, I selected the Driver's license option and tried to attach the document. The error message is displayed: We're sorry. Something seems to have gone wrong. Please remove the file and add it again. I tried several times but it failed. My ID is not expired and shows the legal full name and address as registered on the PayPal account. Please give advice on what to do.

You need to contact customer services to resolve any limitation OR account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.
