Item not received - claim to refund

Hey,

I opened claim to get a refund 4 months ago, 

I sent many emails to the seller since I made my purchase but never got any answer, The web site went down and unavailable anymore, I can see some feedback in social media that this website is a fraud,  

 

The issue is that every time, PayPal is postponing the Estimated case resolution time, 

Why do I need to wait so long when there is no update or evidence for more than 3 months to my package?
