Issues with address verification, I don't get mail at my physical address.

Hello everyone, I'm hoping someone with a similar situation can maybe help me.

Before I start I will say I don't have a twitter or facebook to contact Paypal, and the message center is claiming it is currently down. I would love to find a phone number, but unless I am blind I don't see it listed anywhere on the contact us page. 

 

I recently attempted to put money into my Paypal account from the app Ibotta, but with the change made to the Paypal balance I can no longer have money sent to my account. Paypal is claiming I need to verify my address again, but has so far refused anything I've sent because they only accept physical addresses now. I don't understand why all of a sudden after 10yrs of using the same P. O. Box address for my account and that is fine for all my bank, card and tax info for the US government, but not Paypal?  

I do not receive ANY type of mail at my physical address, it is strictly for the purpose of a 911 emergency. I have stated this to Paypal through their message system, and the only thing that lists my physical address is my driver's licence which I have provided more than once. I was met with the response of yes okay I see that, go update your address in your account info and then send us a utility/bank/phone bill etc. showing the address. Did they completely skip over the statement that I made that I DO NOT get any sort of mail at my physical address?

Now when I click the link in the email received that I needed to provide proof of address it claims that a driver's licence should be acceptable?

I am at a loss of what to do as I have nothing else on the list that I can provide, everything goes to the P.O box because my family lives in a rural area and cannot get a mail box at our house. The only other document I have with my name on it and physical address is my marriage licence but that's not acceptable.

 

Any help would be appreciated, but from what I've been reading I'm figuring I'm out of luck and now have money tied up that I can't accept.
