ID card instead of Driver's License?

I was wondering if it is possible to use my State ID card instead of a Driver's License? I don't have a license and may never be allowed to drive, so it's a little bit of a problem.

All I can tell you is what Paypal say they will accept for different requirements.

Proof of Identity:

• Driver’s license
• Passport or Passport Card    
• State or Government issued ID

Proof of Address:

• Utility Bill
• Bank Statement
• Credit Card Statement

Proof of SSN:

• Social Security Card or ITIN Assignment Letter
• Employer Issued W2 or Paystub
