I was scammed

I was scammed and when I call paypal they say it is still pending but I try to cancel the payment and it won’t let me cancel it.

You can only cancel a payment that has gone to a non existent paypal email address and so can't ever complete.

If yours stays pending for 30 days then it should time out.

If it completes then you have the option to open a dispute.
