I want to reopen my paypal account with the same email ID.

In the resolution center, it is showing

Any bank or card information linked to your PayPal account cannot be removed nor can it be used to create a new account. You can still log in and see your account information but you can’t send or receive payments. What to do to delete this account and reopen a new one with the same email.

Its not your account that has been banned, its you, paypal will no longer allow you to use paypal.

If you open another account they will close that one as well.
