I'm losing my mind on this error

I can't even delete my account but the same error keeps showing

"Sorry, we weren't able to complete your payment at this time. Please try again later.

If you continue to encounter problems, please contact customer service ."

Can't send or receive money, my account isn't even restricted and I can't even delete the account having this problem because this error shows up there as well.

You need to contact customer services to resolve any limitation OR account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
