Well none of the transaction was done on paypals site so nothing paypal can do for you.

The scammers tend to work using anonymous email addresses / from a public internet cafe / often in Africa somewhere so who would you report them to?

So i was selling my ps4 on the offer up app and i got a msg saying that i had a buyer soo i went to check it and it looked legit and everything the person confirmed his email and phone number on the app and i sold him the ps4 for 245 and 20 shipping so $265, and i sent it but i got a paypal email saying i would receive the credit in 3 days due too them updating there software and i waited for 3 days and no credit/money i received so i message the person and he said he didn't "know" so he said he'll send me a check first soo i thought that was kinda suspicious but then he said he send a card, i was like ok and then started asking for my dob my full name address and etc. I didn't send it so he blocked me or discard the app. Can i get your help again please

Sadly you were scammed by fake paypal emails, you NEVER wait 3 days for funds to show in your paypal balance ....

Paypal NEVER tell you to send an item before the payment is showing in your paypal account.
Paypal do not tell you to send trackable, they advise it for selling protection but it is not compulsory.
Paypal payments are more or less instant but at the most about 2 hours.
