I got charged before item confirmed shipped.

I bought 2 items at same time from the same seller with 0 feedback last week. I paid for both items by Paypal right after I bought them. Seller said in the ad will ship within 2 days after received payment but today is 5 days from the day I paid, I still haven't seen any shipping confirmation info or tracking number. I email seller many times but never heard back from him/her. My Visa account already got charged through Paypal even no shipped confirmation.

I thought Paypal only charge the buyer after item was shipped or delivered, am I wrong ?

Do I have to wait until the estimated delivery time is over (another 10 days) before calling Paypal ?

The amount paid for items is almost $3,000. I'm getting nervous now as I never got any answer from seller and don't even know if items are shipped or not.

Please advice me how to proceed from here. Thanks.

No seller would send an item before being paid.

Normally when you pay, paypal credit the seller upfront for you so that there is no delay in the despatch of your item and then paypal will wait for your funds to finish transfering through to paypal to reimburse them.

You have up to 180 days to open a dispute with paypal for item not received or item received but not as described.
