I got Scammed

Hello, I got Scammed last Friday trying to buy tickets for a concert in Dublin, to a person on FB for 150euros. I paid through paypal and the person just disappear, was a fake account (FB).

So, I talked to Paypal and they just say that was a "family and friends" transaction, so they cant do anything (the thief asked me to put "family and friends" in the concept of the transaction. My question is:

If this person is registered on Paypal, with documents and ID's, why they cant not open a case? I guess they just send an email to the thief asking him (or her) if stole me some money... of course they will say NO!... So, if Im going to the police (because I have at least the name and email from the paypal account of the seller), the police will be able to get that information from Paypal? Is there any other way to make this person pay? Cause I could guess that this person is doing this every time. Dont think is a one-time thing.

That's really bad but never send as family and friends to someone who you don't know. You have no recourse via paypal. They state that in their terms and conditions. Sorry it happened to you

You sent a 'gift' of money to someone, you did not send any money to purchase anything, if you did then you would have used the goods / services option.

So as you were not purchasing goods but sending a gift of money then what is the point of going to the police?

You sadly negated your own buyer protection for sending that way BUT.....

if you funded your paypal payment via a credit card then contact your card issuer and see if they will help you but unfortunately again as it was a 'gift' of money they may decline as well.
