I am still protected if I confirm receipt of the goods

Hi,

 

I bought an apple watch on a second hand site. And I made the payment with paypel. Now the seller claims that his money is "on hold", and I need to confirm the receipt of goods, before he sends the goods. Will I loose the buyers protection ? Or can I still open a dispute?
