I bought a jacket from seller on Oct 2019 but the seller scammed me. On Dec 2019, I open a claim and the seller started shipping and provide tracking number. But the package was just empty 0oz. Paypal made a favor for the seller. I call Paypal and they said I need to file the IC3 complaints, I did and the favor still on the seller. I called Paypal again, and they said I need to talk to my bank. Then, I did and the bank refused to refund my money back. What should I do? Pls help.
