How to verify address with disputes

I have been trying to figure this out for ages. No matter what I do I can not verify my address which is the last thing I have to do.

Proof of address
These documents must be dated within the last 3 months to be considered acceptable:

• Current utility bill dated within the last 3 months
• Bank, credit card, or financial statement
• Cell phone bill
