How do you get a successful refund after opening a case?!

This has been going on since December. Filed a dispute with charge card for 2 charges. Bounced back to PayPal. Case resolved by charge company within 21 days. Since January, PayPal has not updated or done anything with the case. Worked with the merchant, they are ready willing but UNABLE to issue refunds because PayPal keeps blocking it.
I have sent numerous emails to PayPal (chargeback) and spoken with representatives. All have been ignored and responded to with "scripted" answers. Everyone is passing the buck, but it is a PayPal issue. They have finally closed the case as of 3/28. Yay! 6 months of grief. I have paid for the charges, so no money and no merchandise.
Spoke with the merchant today to have the credits issued now that PayPal has closed the cases. PayPal is STILL BLOCKING THE ABILITY FOR THE REFUND TO BE ISSUED.
Any thoughts/suggestions?
