How do I prevent a payment to a buyer being taken from my account?

I sold an Apple i-pad on eBay. I supplied a full and accurate description together with clear photos indicating that it was in immaculate condition. The purchaser acknowledged receipt and thanked me. Almost three weeks later (19 days), the purchaser claimed it was damaged and returned it for a refund.

eBay is impossible to contact although I have sent them all the correspondence between myself and the buyer and between myself and eBay. They say I must refund the buyer despite as much proof as I can offer that the buyer is acting fraudulently. They actually sent her a pre-paid returns label whilst acknowledging that there was a problem with the transaction! I refused delivery of the parcel when it arrived at my address and ‘returned it to sender’.

How do I prevent PayPal taking funds from my account to repay this buyer when the transaction is fraudulent?

If tracking shows the item as delivered back to you and then refused then the buyer should still get their refund.
