How do I get Pay Pal to give me my money?

A Pay Pal merchant charged $3000 to my credit card (supposedly by accident) and they won't give it to me. We had done business in the past and he says his system accidentally charged me!
I can't even get through to speak to a human being. Supposedly they took the money from the merchant and he doesn't know how to get them to give it to me.
At one point they asked me to prove I had returned the service or didn't get it...There never ever was a transaction and I am not sure how I am supposed to prove a transaction that never existed was cancelled!
Any suggestions would be amazing!

Hi, just take some screenshots of your correspondence via email with the seller and send them to PayPal. If they allow you to submit a PDF, include all those pictures in the document as well as the explanation you posted here. As soon as a human read it you will win the dispute.
