How do I appeal over finding in favour of the buyer in a dispute

What if they receive item after they've been issued a refund

Then you can ask the buyer to re-pay and if they don't then you can resort to private legal action ie the small claims court as long as you have trackable proof of delivery, paypal can't force a buyer to pay you again.
To be honest a buyer normally doesn't open a dispute until at least a week has gone by then you have another 10 days before paypal refunds so that is a minimum of nearly 3 weeks for your item to arrive. I can send items the other side of the world in a third of that time.
Advice is voluntary.
