How can I get this fraud case closed more quickly?

An obvious fraud attempt has been made against me as a seller. The eBay user purchased my product via PayPal. After product was shipped and about to be delivered, the member made a false claim that he never ordered the product. The next morning, product was signed for and delivered to the address on file. I have responded to this claim with the tracking information that shows signed delivery. This was done August 12th. It wasn't until August 22nd that anyone at PayPal opened it for review. It's August 28th and my PayPal account is still being held hostage with a negative balance over $450, which means I cannot sell or accept any payments until this is resolved. PayPal is no longer answering their phones even for Fraud cases. What can I do? I'm supposed to be protected as a seller, but I'm the one being inconvenienced for an obvious fraud case.
