My PayPal account is limited and have some refund to issue. Which is a partial refund. How can I issue a partial refund to a person on my PayPal account.
If you can't refund then get the buyer to open a dispute for non receipt of item or not as described which you do not contest so that they get their money back OR contact customer services and request that they issue a refund on your behalf.
