Pay pal has limited my account. They have my entire paycheck in freezer. I have kids with no food nor money because paypal won't answer the phone. Or give me my money. My kids are hungry.

Temporary or permanent limitation?

Only if temporary then they normally direct you to the message or resolution centre to resolve any issues.
