I’m struggling to get hold of anyone for the past 2 months, I’ve tried chat, ringing and messages of which I’ve sent 8 complaints - no answer at all

Yeah, everyone is sending multiple messages and as that is the only real option available at the moment then paypal probably has thousands of multiple emails from folks and so that is delaying anyone getting replies.
