Help with a new advanced web purchase scam (annprint.com)

facts: 

1. purchases an item from this website <removed>. the transaction is completed through Paypal. 

2. email account for customer service and paypal account is undelvierable. 

3. after file a dispute, the seller is able to provide a UPS tracking number that shows an item delivered to my city. (no exact address, just to city, NYC)

4. based on that, Paypal dispute considered it as "proof of delivery" and decide in favor of the seller. 

 

My research:

1. Reached out to UPS in email, asked them if that tracking number is delivered to my address. They can't disclose the exact address it delivered, but confirmed it was not to my address. 

2. the website (annprint.com) is very new, like less than 2 months, but already got some report online as spamer

3. based on online complaints, seems like they have been using different Paypal accounts (all with a similar email provide 163.com) 

4. It seems like Paypal is relying on a very loose "proof of delivery" UPS tracking code to determine the case. and seems like this scammer is smart enough to figure out a way to find delivery to the victim's city, around the purchase time. it seems like a completely beeakdown of Paypal's trust system. I do'nt know if this is true, but based on my experience and online research, it seems to be the case. 

 

My suggestion: 

in these dispute cases, have the seller provide a more detailed shipping track. including shipping from and to the correct, receiver's address. UPS is happy to provide it to the sender, but not a random person who's trying to prove he's not getting a packet. 

 

My question:

What should I do from here?  

I used some Paypal credit to fund this purchase so CC dispute is not the best option. (lessons learned, always use CC instead of paypal credit)

APPEAL

To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address.

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.
