Help disputing a debit card payment not through my account

I wonder if anyone could, please help.
I paid for an item through PayPal but paid with my debit card rather than my PayPal account. The item didn't arrive and the company has suggested that I raise a dispute through PayPal. I have a transaction id but I, obviously, can't find the transaction an my activity because it is not linked to my account.
Does anyone have any suggestion on how to raise a dispute, please?

If you need to open a dispute for a 'guest buyer' transaction then you can.......
1. Phone Paypal customer services and see if they will open one for you OR
2. Contact your card issuer for a chargeback.
Advice is voluntary.
