Help!! Someone accessed my wife's account and changed all info, plus set up 2-factor authentication

Hi everyone, thanks in advance.
So, my wife just got a flurry of emails from PayPal about account information being changed: Name, Email, Password, Address (a different state than where we live), and 2-factor authentication. My wife went and tried to change stuff back, but now the name on the account is Brenda (not my wife). When she resets her password, it does no good because she doesn't have access to the authenticator that Brenda set up. She has called PayPal multiple times and after exhausting each option to get in touch with someone the automated system tells her that she can't be helped via the system and to submit a claim through the resolution center, before hanging up on her. She can't login to PayPal. What do we do? How does she get a hold of someone to resolve this?
