Got scammed - paypal declined my claim

I am so disappointed in paypal and will probably not use it ever again after this incident.
I have signed up for a 4 weeks course with a website that looked legit, had a lot of reviews both on facebook and trustpilot, and got scammed by them.
They have taken MULTIPLE small charges from my account, and then charged me £19.99 twice for NOTHING, I didn't buy anything, didn't click on anything, absolutely nothing! So I have opened a claim in resolution centre, just for paypal to decline my claim and not even contact me to help whatsoever, even though there is plenty of reviews that came up online in the past few days, that the company is a scam.
They do not reply to emails, messages, phone number is not valid.
What am I supposed to do if paypal refuses to help me? so so disappointed.

Sadly if it was set up in your subscriptions then paypal have to pay it as you have 'authorised' it by adding it as a subscription.
Advice is voluntary.

I have tried to open the case once again, with ''items not received'' but paypal automatically doesn't allow me to open it because I have opened a case with this transaction already and it was closed, honestly this is stressing me so much as so many people are out of jobs and paypal doesn't DO ANYTHING, I can't even contact them (I've been trying ALL DAY) I don't know what else to do!!! For Christ sake I have even included the website trustpilot just for them to see how many people got scammed and they still didn't help me!!! I am honestly about to have a breakdown because this is unnaceptable just to close someone else's case and don't even try to contanct them or to open a new case, as soon as I get this resolved (if) I am deleting the account here.
Please someone help me I need some ideas...

Why is there no contact with paypal at all!? I mean seriously?
You can't contact them via chat, message nor phone, every single point of contact is cancelled!!!

I have just written a long email to paypal just to get an error message at the end that it cannot be send this is beyong ridicoulus paypal you are disguisting help people out!!! my bank keeps telling me I need to contanct paypal but there is no contact here I am sure you are all working from home people so ANSWER to your clients!!

I have contacted my bank 3 times and everyone tells me the same thing, they cannot do anything it has to be paypal... I so regret using paypal not I am in a debit during pandemic not having any money whatsoever because someone stole from me and paypal doesn't care AT ALL disguisting company

Guys any ideas!? they have declined my second claim I am honestly in tears now this is how much this is stressing me out!! I have so much proof of this company not sending me anything and so many scam reviews online and paypal still doesn't want to help me!!!
