Got a 'Non-Sufficient Funds for EFT Withdrawal to PAYPAL', despite having sufficient funds.

I have my paypal connected to my online Tangerine bank account, able to directly draw from it when making a payment via paypal.

On my transaction record, despite always having more than enough funds in my Tangerine account for the purcheses I made, I was hit with two $45

'Non-Sufficient Funds for EFT Withdrawal to PAYPAL' charges. Is there something im missing about why I was charged? Is there any way that I can

dispute these charges if they are in fact erroneous and get my $90 back?
